Richard Downie
Richard Downie, Ph.D., was the director of the Center for Hemispheric Defense Studies (CHDS), the educational arm of both the U.S. Northern and U.S. Southern Commands (SOUTHCOM), at the National Defense University in Washington, DC from March 2004-March, 2013.
